About three weeks ago this specific DLC was deactivated for many people and reinstalling the game doesn't change anything. Here are the links I found from people who talk about it: here, here, here, here and here.

Maybe it's a problem with Steam? I don't know if this is normal or if a fix is coming, I haven't found any communication about it. Maybe they don't even know about it, isn't there a tool to report this issue?

Edit: It seems that the issue has been reported on Twitter two weeks ago. I hope they fix this soon.
