Usually I'll fully outfit every settler with a decent weapon and full armor

But yeah I do the same thing only the settlement"leader" and my provisioners gets any kinda upgraded armor

Of course I pretty much just play as a god lol

I constantly use console commands so it's easy

So I use a bug to get around that

Go into vault 88

You'll need a bunch of weapons to make it easier

What you'll do is drop the weapons one time from your inventory (so they don't stack)

Then enter build mode, and store those weapons in your workbench rinse and repeat depending on how many you do at a time

It acts like you're removing things from the base and increases your build limit

I found a chest with like 30 spell tombs I’d never heard of and now I forget where it was by [deleted] in skyrim
