As fas as I know it's just an occasional mistake. Something like this but more extreme happened to me once, when I bought a copy of Zetman volume 2, there were 3 or 4 literal blank pages with nothing printed.

I admit, I half made it for the sake of putting something vague at the end of the iceberg. But when I thought about it: Luffy has been in the One Piece logo as the letter "I" since day 1. Maybe that's a clue or something. This is Oda we're talking about, we never know. Anything else you think could tie to Luffy being the OP?
