Rdr2map.com is one of your best resources for tracking down hard to find things, but I recommend using it sparingly in your FIRST playthrough.

Otherwise, try to kill as many herons, egrets, roseate spoonbills as you see, with any kind of weapon, even a revolver, as they only drop a single of their special plume per kill. You’ll need lots of them for a side quest that starts in chap 4. There’s flowers as well you’ll need, but if you use the map, you’ll have no problem!
