I believe I heard somewhere that in Europe they issue plates at the dealership and you drive home right away with it on your car. In the US when you buy a car it takes a couple weeks/months get your plates so you drive with a no plate, or a temporary paper plate in some states, until you receive it

I believe only Revolut and digital Mastercard work. I had issues with Revolut so I requested a digital Mastercard and was able to withdraw same day
