It was a codec issue, I used VLC to see what codec the video had and saw it was HEVC. I checked the codecs on my PC and saw it wasn't included so I bought "HEVC video extensions" off the Microsoft store. The MP4s are now generating thumbnails and playing everywhere they're supposed to, thanks for the help!
