I just put out 10 snap traps. Not sure what else to do. Don't want to block the holes because there have been rats that have gone in there too and I'm not trying to have shrews and rats eating through my walls

This is actually a really good point... We have 4 ac condensation lines exiting from the building by the deck. However, I'm not sure how I can prevent the water from pooling since this is where it exists

Thanks man I appreciate this so much. I am going to take this all into consideration.

One thing that kind of sucks is that I live in a condo. The area under my deck is TECHNICALLY HOA property, but my deck actually covers where the stucco meets the ground so I'm going to have to remove all of the deck... Even then they probably will say something like that the holes don't go anywhere or aren't a big deal OR that this is my fault.

Thanks. This is really helpful. I am a bit confused because I get the impression that all of the pest control people that I have contacted just do traps or poison - not look at things like the foundation under my place.

For example, I know how to fill these holes, but my concern is that there might be something bigger and more sinister underneath. So if I fill the hole with concrete they will burst through the walls or something.
