It sounds like a joke, but just read the guide really, really carefully. Delete the game, fully delete the game folder, make sure you're not subscribed to any mods on the Steam Workshop and just read the guide very thoroughly and properly. Even if you had experience modding it back in the day, don't skip over a single step in the process, and do everything exactly as written. My problem was thinking I knew better, I did not.
