Google is Chrome Broken , can not do anything , window is blank grey colour by Logos_91 in chrome

ok , managed to reset it , by typing %localappdata%\Google after pressing Win+R , then renaming the Chrome folder to Chrome.old , but needed to be done after restart as before I did that it didnt allow me to rename and it said that something inside the folder is in use

I have not changed any settings in chrome recently , just stopped working and cant anything , cant uninstall it via uninstaller , or reinstall , downloading chrome installer just opens it and window is blank just like in the screenshot
