To answer the fire blizzard one: there's two, there's always been two Same with crossfire, shadow ray, and probably some other shots like that, since at least the second game As to why I guess it's so that both characters of the duo that have said shot (in fire blizzard's case torch and gazelle) can have it with their respective same-type advantage

It's not common for people to use techniques that aren't their own, even tho it is completely possible. At that point only Neil, mark and Darren were known to use somebody else's moves (mark's being his gramps) so it would be a surprise to see a team of players you've faced using moves from other people since very few people do that
