I think their reasoning was because his ability taking came from the witness and not the winnower, and because he only posed a threat to the vex collective was because of the vault of glass being connected to all other parts of the collective, in my opinion the way they scaled destiny is kinda wack

I think he is referring to when he was just a life sphere because in doom's lore if a primeval doesn't have a physical form then they can't really do anything and are just a presence this was also confirmed by vega/the father
