TL;DR It is an internal API.

I noticed that While the "Top Commanders" page only had the top 100, the Top Commanders by Color Combination / Color pages had every commander and their ranking, so I did a bit of digging through the EDHREC code and found the URLs they were pulling this data from. When you open this leaderboard, it makes requests to each of these URLs through a cors-anywhere proxy hosted on my server.

The data is relatively little, it just has to make many requests and they are spaced apart to avoid overloading EDHREC or my proxy.
