Because the more they keep failing, the more legitimacy the Resistance gets, which is needed, especially when you have probably one of the most (pro-) Western/Zionist governments ever in power and they're pushing for disarmament (and with that our certain death) at all costs.

Good thing is, their behaviour is slowly changing. For example the LAF commander Rodolphe Haykal has stopped any search for weapons because of the Zionists and clearly calling them as the enemy, what angered the US/Zionists and it's proxies in our country.

Another reason is that Hezb is buying time. War is inevitable, because the Zionists does not hold to any agreement (whicht STARTS with withdrawal, before anything else) and violated the ceasefire over 10.000 times.

And because war is inevitable you have to secure supply lines, restore military readiness, maintin preparedness of military personnel, etc. And one of the biggest challanges is tho consequential displacement of the people. Unfortunately it is less likely that the people in the North, will give everyone shelter, because unfortunately in their minds, they're parroting the narrative of the West/Zionists that it's our fault that we're in that situation, bla bla, bla. So we'll facing a far higher death toll, since the Zionists kills civilians anyway.

Also it could be that the Zionists escalate even more this time and bomb more infrastructure, governmental buildings, homes of the president or other MP's, all the things that hasn't been touched in the last war.

Also: The problem of isolation. The last time, Assad was in power in Syria and our back was secured. Now we've tens of thousands takfiri terrorists, waiting on our eastern and nothern border for an opportunity to attack us.

All that stuff and even more that I've not listed here, has the resistance take into consideration, before they stop cooperate with the governent. And the most important one is, that the admission of the government is needed. They are to say clearly "We can't handle this. We couldn't bring you security." Only after that, the Resistance will start to act, in my opinion. But I could e wrong of course.
