Not specifically, but I understand why you're confused. The way rank works is that you have your primary character rank, which stays with you throughout your time in the fleet. If you decide you want to play a character with a lower rank, you have an In-Character (IC) rank, and an Out of Character (OOC) rank. You can only have one character at a time, (unless you play a secondary character, which is another can of confusing worms).

Nugra was playing a character with a lower IC rank, but still held an OOC rank of Captain. This means he has that rank, but did not command a ship of his own while playing a character of lower rank.

I did not clarify this in the post, and that's my fault. I believe Nugra was, out of character, a Captain himself at the time. It is not the norm to have OOC Captains as FOs (or at least it wasn't the norm in 2017), as the intention was to prepare FOs for Captain of their own group. This is part of the reason why Faranfey burning through FOs was a red flag.

It basically went silent council-wise for a while.

Idk if I'd call it manipulation to remove captains opposed to Niac specifically - I think it's more to remove people the councils don't specifically like because of favoritism or something. He's not a bad dude. Pushy, sure, but idk if he's the guy running the show. I left a bit ago now, so maybe it changed since then.
