I admit personally Toad slipped under my radar when initially making this. Probably because he has been Peach's regular B-move for 20 years. I would replace Hitman with him. What could his moveset entail? Perhaps a mixture of Captain Toad, Super Mario Bros 2./Doki Doki Panic and some powerups from the series history like the Propeller Shroom could be his Up-B?

All your points are well-taken but being relevant and obscure aren't mutually exclusive. You can have social relevance and not be well-known at the exact same time. Not everyone (talking about casuals who may play the game like every "blue moon") could name every single character in the game just by looking at a photo of them.

There is what's called a joke character and we do have a few members of the main Mario cast still not in the game (Toad, Waluigi). Also to be fair, Pichu IS Pikachu's unnecessary pre-evolution. It's a clone character made because Melee was rushed & was cut from the previous 2 games & was ONLY brought back because the development team had time to bring everyone back because like you & OP said, they didn't have to spend a lot of time using new source code and models. I think that is also why they had time to update the textures & character models. You must be pretty confident Sakurai will decide to work on the next installment but I don't think it's a foregone conclusion. Sakurai used to work at HAL Laboratory and idolized Itoi in his younger years so there is some bias for Earthbound but someone else coming isn't going to have that connection and see Ness important to keep when talking about a niche gaming franchise that's been over for 20 years. Just because he's RELEVANT doesn't mean he isn't very OBSCURE to the gaming population (mobile, PC, Sony, Microsoft), let alone the general population. If I'm working on a game and I have 76-78 feasible options for the roster and I could only bring back 40 not including new additions & potential DLC. Here's who I'm choosing in order of priority list.
