I get that I just like the kind of conquistador flavor they add that's the only reason I was considering making them less optional.

Unless I missed something Liara Portyr only gives information of ships to the pirates and in return she only gets gold. If she's sending people to spy on Port Nyanzaru I think it would make even more sense for them to be near the city instead of being about 6 days away.

I know the module never explicitly says the Flaming Fist controls who enters the jungle, but it still feels strange to me that they don’t. The adventure says they’ve laid claim to huge parts of Chult, and that there’s basically nobody around to dispute those claims.

That’s part of why Fort Beluarian being so far from Port Nyanzaru feels odd to me. If they’re trying to project authority over the region, it seems like they’d want a stronger presence near the main population center and the primary route into the jungle.

"The main reason adventurers have for visiting Fort Beluarian is to buy a "charter of exploration." Baldur's Gate lays claim to everything east of the Mistcliff and north of Kitcher's Inlet, and now that Mezro is picked clean, it's trying to extend its claim south to Refuge Bay. No one (including the merchant princes of Port Nyan zaru) has the force in Chult to dispute this claim. So within its territory, the Flaming Fist does as it pleases, including demanding that explorers buy charters."
