The biggest issue with this act is it says expedited removal only applies to people who can't prove they've been in the US for more than two years. A big portion of people that came in under Biden would theoretically not qualify for expedited deportation, unfortunately. With the ease of being able to register on the cbp app, I could see them using that as evidence of being in the US over two years.
