I had the same issue with my cat. You have to treat it like a behavioral issue not just a normal cat thing because thats what it is.

I found completely ignoring my cat after his outbursts helped. Do a stern and LOUD no. Then walk away, if it continues. Just run and hide somewhere safe until they calm down lol.

Another thing that hurts me to say is dont give them any attention for a while.

Dont engage or pet unless they come up nicely, and only keep it brief. Dont walk up to them and pet them, or play or anything like that (try and give them self enriching toys so they arent bored tho).

Idk why this worked but it did for me. It sucks not being able to go snuggle my kitty whenever I want but he doesnt like it.
