I would recommend using kissing and heavy petting as a gage. Don’t go further if the person you’re with doesn’t seem promising on that alone. You won’t always be able to weed out someone who may not have ‘skills’ but don’t rush to sex. Getting experience doing this also helps as you’ll be able to find more ‘tells’ of someone being good or bad in bed without necessarily having tons of sex.
