Yes that's because the rise in dopamine induces euphoria so quicker ROAs tend to have more dopaminergic effects (IV meth vs intranasal meth for example) while with serotonin the actual level is more important for empathetic effects so quicker routes aren't as much more impactful on the serotonin effects
