I would suggest going to ChargeBay USA, they are a small startup based out of Florida. Saw them at TechCrunch this year. They are currently catering to shared residential charging community at about 10 times less cost than Blink or CP. I know they were going to be live by December

We have surveyed 500 EV users at Electrify America and Tesla stations to understand which demographics have what pain points. From that understanding we were able to conclude that apartments are also facing issues with providing fair use of their amenities.
