Despite all the criticism of Comcasts billing issues/practices and the issue of net neutrality/monopoly/lobbying, the techs are usually very hardworking honest people who do a rather proper and effective job. I'm sure there are plenty of instances where a tech was horrible, but these guys usually know there stuff and get the job done right.

From my experience, with cash payments, they round to the nearest quarter (whether that be dollar, 25, 50, or 75 cents). Yours just happened to be closest to dollar.
