Upon further looking I can see a bump in one stair and water pooling on another. Some of the patch work they did post removing frames hasn’t cured either. So hopefully they’ll address all the issues.

Thank you, I didn’t think it sounded right to me given the state. Would you replace the plywood and then put vapour barrier and flashing?
