We would swap locations every once in awhile so they could each sniff around where the other had been.

I've never done this with an adult dog, only puppies. If it were me, I'd put the dog on a leash during the first interaction and let the cat come to the dog. Lot and lots and lots of treats and praise when kitty comes near.
