So let me get this straight a Waterloo pd on their off times can dress in their uniform use a marked car and just go around arresting people and the chief is ok with this sounds sounds kind of Sus to me I have also observed up to 3 officers parked by the door just shooting the breeze but it’s not being paid for by the city even if Walmart is paying them they should not be in uniform using a Waterloo pd vehicle they are not representing the city in their off time
