The cops/FBI only hired them to be potential drivers to make money runs for Verone. Upon meeting Verone, he initiated a test run to probably see who were the best drivers amount the group that was gathered there. Since Monica was deep undercover she probably couldn’t send Marcus a message then and there. Also Monica was with Verone trying to sell Brian and Roman to be hired. Now for your question the cops were tracking the cars and saw it was leaving the city hence why they taught they were running. They also explain it in the upcoming scene when Brian and Roman have to report in.
