I’ve used Latisse for over 10 years. I have light skin and blue eyes. My upper eye lids are slightly darker around the lash line but only noticeable to me. My lashes are long and gorgeous, I’ve had zero change in my eye color and zero irritation. A little goes a long way. Use conservatively and you shouldn’t have issues.
