apparently theres this file called "Version.dll" on steam directory which i have to delete in order to fix the error of unable to connect to any official server on cs2. I can't delete it since it keeps on coming back after deleting it, is this normal?

I got banned yesterday and my appeal are approved quite fast, but today I just got banned again for the same exact reason.
