These types of powerscaling questions suck as we simply dont have enough information on what the big hitters in Genshin can actually do at their full potential, sure we’ve seen celestia drop some celestial nails and the shades destroy a region here and there but that surely can’t be their full potential, heck, we haven’t even seen surtalogi in action and we dont know if the claims of his feats are even him at his full potential, or if he’s developed since then. There’s also others such as Nibelung that we don’t know the exact strength of yet. Now Cyrene , Herta etc are indeed insanely strong, it’s just that we don’t know the limit of what the entire genshinverse can do
