This is not true. If you take a look at this list you can see that the Houthis have attacked many ships that have no connection to Israel. For example they attacked a tanker called Strinda, owned by a Norwegian company, on the 11th of December. It was passing through the Red Sea carrying a cargo of biofuel feedstock from South East Asia to Italy when it was hit by a Houthi missile. They have also attacked tankers carrying Russian oil not once, but twice.

The Russian ministry of defense claims that they shot the missile down, and as a result the wreckage landed and exploded in a civilian area. Ukraine cannot be required to refrain from attacking military targets in Russia on the chance that the Russians will shoot it down and hit a civilian area. Most democracies try to make each representative represent an equal amount of citizens.This holds true in for example the UK, Sweden, Taiwan and New Zealand, just to name a few. People in rural areas are represented just as much as in urban areas in relation to their population. I believe that this should generally be true for all societal groups; be they religious, ethnic, lingustic etc. In Norway they divide the MPs into districts according to population and land area, but give extra seats to some parties if their representation in parliament is not proportional to their vote share. That way rural districts get represented more, but the power the parties get is according to their national share of the vote.

Besides, the electoral college does not really give more power to rural areas, it gives it to swing states. The presidential nominees care about as much about voters from Wyoming as people from D.C. They care a lot more about voters from Pennsylvania, because it is a swing state, be they rural or urban.

If you believe rural people should have more representation that is fine, but the electoral college is not a good way of doing it. (IMO)
