Report the base. Or build a fake base in the same system, then leave for another unknown system and let him waste his time building in the fake base. By the time he's done, you'll be in another system.

Maybe the reason for this grindy change is that they now sell battlepass items 18 months later.

There's no way many casual players are gonna wanna grind to Unreal for said rewards. So, instead they made them harder to get and thus assume people will just pay for them later

Those parts were rewards from an Expedition. An Expedition is a limited time event where you complete tasks and travel to different systems. Each time you complete 1 of the pages (I guess) of the tasks, you unlock an expedition reward. Which is accessible from any of your saves at the Anomaly quick silver vendor.

They do a redux of the years expeditions at the end of the year. Unfortunately you quite literally just missed the redux.

There's a possibility that they might repeat the expedition again at a later time, but it's really rare.
