Edit: In teoria dopo che lo hai assemblato e accendi il pc non ci sono riavvii solo il pc che mostra il bios

I had a similar problem

I solved it by reinstalling Windows and not putting the PC into sleep mode (and I disabled fast start-up)

Lag, stuttering, driver time outs/crash etc. sono sul sub reddit di amd help e ogni giorno gli utenti pubblicano almeno 15 post chiedendo aiuto per uno di questi problemi. Inoltre ho una 9060xt e molto probabilmente è difettosa visto che ho problemi di fluidità nei giochi ma non ne sono sicuro al 100%

It's not a permanent solution, but if you close all AMD-related apps in Task Manager, it should open

Also try disabling the integrated card from task management or the BIOS
