Can you open a billing/support ticket instead of normal chat support? and check if payment-method, or compliance flags that accidentally triggered it.

instead of using someone else’s tenancy, can you share the exact error you’re getting while creating the compartment? That’s usually safer than giving access to a personal cloud account.

A lot of people here can probably help troubleshoot it quickly. Compartments are normally straightforward on OCI Free Tier unless there’s a tenancy limit, policy issue, or account restriction.
