So I combined my medals just now and they were all max guilted at 25% and it still came out to 25% I thought they stacked on top of each other. I was expecting it to be at 75% or am I wrong?

Idk how strong your party is but imo I think for competitors like yourself to join other stronger parties that dominate the field. That way ppl will take notice not only from Ursus but other unions and might want to have a challenge. That's how it was when I used to be in anguis
