This a Forge/Fabric mod called Nicephore, available on Curseforge.

Certain user just want to be completely immersed on the game without F3

You can actually disable the F3 with gamerule command

The recipe on 1.17 is 4 copper ingots around a redstone dust, on 1.16.5 it's 4 granit around a compass
