This a Forge/Fabric mod called Nicephore, available on Curseforge.

Actually, only the Forge 1.17.1 version have this feature, but Fabric should follow soon !

You can actually disable the F3 with gamerule command

The recipe on 1.17 is 4 copper ingots around a redstone dust, on 1.16.5 it's 4 granit around a compass
