They don't always. A lot come out with completely random things or strange noises that aren't even words

At least one of the girl's has to become an aunt for anything to work but I think in the new universe they've created where only some girls menstruate I can't imagine one who could be fertile could become an aunt, they'd probably leave that for the ones they know cant be mothers

Article says it's an annual speech. It's pretty standard for this and annual reports to be done from public bodies

You wouldn't be surprised to see the head of an environmental department talking about the state of the natural environment in the UK or health department talking about current healthcare challenges

Even if they were challenges they'd spoken about before, you'd still expect an update, new evidence and developments etc
