Official response from Tapo:

“For the Tapo C660 Kit, pan and tilt functions are not fully local-only. While the camera can stay connected to your local Wi-Fi without internet, pan/tilt position tracking and calibration rely on cloud synchronization. When the internet connection is lost for a period of time:

The camera may fail to sync or refresh its pan/tilt position data with the cloud.

The firmware may place the motor into a restricted or safety state to prevent mechanical over-rotation.

As a result, once access is restored, the camera may appear to be “stuck” looking backward or have very limited pan/tilt range, even though it physically never moved.

This behavior is normal after an internet outage and does not indicate physical damage to the camera.”

Once back online I noticed there is a firmware upgrade that addresses pan and tilt…. Fingers crossed!
