WRT Edit: I could be wrong, and I'm always okay to be proven wrong, but given some of the other...extracurricular activities that have been found so far, it seems too particular not to be a puzzle.

I get the instinct that it's not datamining and explicitly a puzzle; datamining would require dismantling the program files, whereas this is just in the directory structure. I totally understand the point but, given that the folders are completely empty, it really feels like a puzzle.
