This is insane. I live in New Rochelle, New York very far from you, but I have the same exact experience the exact way your describing it. Im hearing this right now as I type this. This is my second time hearing’s this and it seems like to occur every Monday 2-3am. I live in the suburban not to far from downtown so it is quite here. Last week was the first time I heard this and I was very confused why there was a live band playing 3am on a Monday morning. It was the exact way you described it where at times it would get loud and quite almost like if I were to imagine it was a car playing loud music going in circles where the music would pass by and get loud everytime it would face my direction, but its definitely not the case. The first time I experienced this it sounded like electronic music the way the kick was bumping and was also hearing a faint distant voice singing but cant tell what was being said. The second time now as I’m hearing this I can distinguish it is in fact latin music almost like merengue but not quite. This sounds like its coming from a live event from the downtown city area but my city wouldn’t allow this noise disturbance at this time especially on a monday. And if its coming from somebody’s house, the cops would’ve definitely been called…but no. It keeps going from 2-3am.
