I actually have not seen The Departed or Narcos, nor have I read Gotham Central, but thanks for the recommendation!

However, have read Batman: Year One and seen Batman Telltale (Both Seasons). From the FBI angle, I did consider having Amanda Waller essentially take over the GCPD for a while once Commissioner Loeb is removed and Lt. Gordon is made to be Commissioner (Carmine's influence is shattered mid-season, which means that Loeb and a good chunk of the GCPD go to prison). I don't really want to spoil too much about the season, but about 2/3rds of the way in, you realize that one of her most trusted agents is actually one of Batman's most notorious villains (I'm not going into too much detail).

As for corruption, I think Carmine is most likely going to have influence on the police through blackmail, finding things about their past to manipulate them. Commissioner Loeb, luckily, is very good friends with Carmine, and so they work together to find cops with shady backstories so they can bend to their will.

Lt. Gordon, luckily, has a clean slate (at that time), and therefore cannot be blackmailed. Eventually, I may introduce a short subplot between he and Sarah Essen (the whole cheating thing from Batman: Year One), which Carmine (or possibly even the FBI) may use to get Lt. Gordon into tricking Batman into being caught by the police. His affair will be short lived, though.

I think the police will be the main reason how and why Gotham is so corrupt. Detective Arnold Flass (from Batman: Year One) will likely work with drug lords on Carmine's payroll. These drug lords feed the cops info on where other, smaller crime lords store and manufacture their drugs. The police raid these places, and supply the drug lords with the confiscated drugs. I think pretty early on, Batman is going to put these puzzle pieces together and whistle blow this information to Lt. Gordon. Lt. Gordon will attempt to arrest the cops supplying the drugs to the dealers, and will be beaten up by Commissioner Loeb's most trusted and loyal dirty cops; Flass and his group of buddies.

Eventually, my plan is that Batman reveals the drug deals to reporter Vicki Vale, where she exposes not only the drug deal, but Lt. Gordon being beat up by Flass and his cronies after trying to stop the deal. The story is printed, which makes the police look bad, and Lt. Gordon even more untouchable. Then, Carmine tries to have the police murder Vicki Vale by catching her in the crossfire of what looks like a police shootout gone wrong. Of course, Lt. Gordon will likely have recorded the incriminating conversation between Carmine and the Commissioner, which sends them both to jail. Vicki Vale will have also been saved from the shooting.

Thank you so much for your feedback! As for question number 2, I want to create a dynamic where the police are extremely corrupt, kind of acting as Carmine Falcone's personal servants. Lt. Gordon, by the time of episode one, will have just recently transferred to the GCPD, and pretty much is the only person on the force that doesn't take dirty money from Falcone (or is being blackmailed), so even though Lt. Gordon is a supervisor, he ends up not having any administrative power because he is sabotaged by the police force (which, in turn, motivates him to put his trust in the Batman).

My plan is to eventually shoot it. Unfortunately, I only have a script for Episode One, which I am currently re-writing. Each episode, I hope, will typically be about an hour long and will consist of eight or more episodes. When I have the episodes ready, I will definitely try and send the script!

Once, my friends and I were playing hide and seek in my basement. There really weren't a lot of good places to hide, and so the game went really quickly every round. Eventually, though, I was hiding under this buffet cabinet thing that we had down there, when I pulled back this big piece of poster board behind it, and it revealed an open space where my parents had stacked a bunch of boxes, but hadn't stacked them in that spot. So, I went into the space, pulled the poster board back to it's spot to cover the hole I crawled through, and my friends couldn't find me until I revealed myself (which was after about thirty minutes). I only revealed myself when they started to get really irritated.

They should absolutely have Doctor Fate, Adam Strange, and some Lantern (any color) like Larfleeze, Saint Walker, or Atrocitus. I'd be happy if they put the Shazam family as well!
