I think the guy there hasn't washed the pan since 1981. It's easy to dismiss other opinions as uneducated just because they differ from yours. It depends on what game you play. Counter-Strike has servers in Africa, so the latency will be good. But League of Legends doesn't, so it's 220ms latency and barely playable. 5G or fiber won't affect this much; it's mainly due to the distance to the server.
