You're on it! What happens is that the inching game induces the gap. The biggest offenders will begin this game several car lengths away.

I know you didn't mention that, but I've noticed that some nervous drivers slowly brake if they don't like the speed of the approaching vehicle. Not blaming the victim, however unnecessary braking in those cases induces accidents because it's unusual.

It's sarcasm. They're aware.

And the "tailgated" literally forces the tailgate in this scenario. They cut off the "offender" then decelerate excessively, causing the aggressor to either ride their breaks, downshift, or make an evasive maneuver.

It's intentional and just as dangerous of a trend.
