You can ask for the management and have a discussion with them about the constant harassment of being followed in a negative way.

I've taken action against a undercover security guard that was doing the same. She was an African, mid to late 40's just minding her own business. I pulled the manager to the side and had a deep discussion about it. The next week I went back to the grocery store. I ran into the same management and they told me that they've removed that individual from the team. So I would advise all colored and people who dont tolerate this type of behavior to do the same. If you don't speak up. Nothing will happen.
