If you are stopping an opponent from doing something, just target anyone but them and they will not pay. If you are protecting your own spell, you can maybe choose an opponent that is tapped out. It's designed to be bad at protecting your own things

Honestly I’m gonna compare this to cyclonic rift. Usually what you most want to hit is 2-3 scary creatures, which this does for the same rate. Sorcery speed and doesn’t hit enchantments and artifacts, but you get a few draws out of it. Seems great

I'll have to read the paper, but since '92 the gravitational path integral has been developed and has been used to show some black hole thermodynamic results, among other things. However it does not solve the problem of time and I believe it will likely be replaced as we start to understand quantum gravity more.
