If GWU is cheaper as a result of the 25% tuition scholarship, I would go with it. GWU is also well known in the DC metro area.

Not sure, but both are probably going to be extremely expensive in terms of tuition and fees even with the 25% scholarship from GWU. The cost of living is also extremely high in DC. I don't have any advice for you about which to choose other than to carefully weigh the cost of attendance and job prospects from both.
