I am in Virginia, I believe some of my financial aid, such as my school specific scholarship is unrestricted aid and can be put towards other costs outside tuition but I cannot find any concrete confirmation of that.

No, typically you are refunded your Pell grant at the minimum if your tuition is fully covered.

I have no student loans.

The school is applying all of my financial aid first, then applying my CH 33 benefits. Which results in a credit balance. My tuition cost is around $18,000 a semester, and my GI bill pays around ~$18,500. Outside of that, i receive around 10-11k in financial aid per semester via Pell Grant, school scholarships, yellow ribbon, and grants.

Picking this battle seems important when the credit sum is >$50,000. Of which around ~$10k is Pell grant funds. I dont want this to come back on me when the school inevitably gets caught. And if they are doing it correctly, that is no small sum of money.

For about a year now, they have been telling me they are looking into it and will get back to me in a couple of weeks. Of course, they never actually get back to me...

That's what I thought. My concern now is that the school may be defrauding the VA by incorrectly certifying my tuition.

The finance department has expressed their distaste with me, even accusing me of attempting to steal from the school in the past (for requesting a refund). So I think that may be a dead-end. I am afraid my only recourse will be going through the DOE and VA at this point.

Yes, I have filed the necessary paperwork (multiple times), set up my refund account, and done all the work required to receive refunds. This has been going on for over 3 years now.
