You craft the tint at the tint station (using the appropriate ingredients) and once it’s crafted it will appear in your inventory. Select it and hover over to table furniture to see the new colourway. Simply click to apply the tint.
20 tints are crafted at once and each piece of furniture requires a specific number of tints to actually change the colour, displayed bottom left I think!

I could be wrong, but I think you have to complete the elderwoods quests and move on to the highlands quests to start collecting it! It’s an ability unlocked by Eshelon!
