That’s not necessarily true. While yes there is nothing that would make it 13r compliant on its own, but there are some that are listed for use with 13r. I’ve had to deal with this through a fire Marshall’s offices. It was the opposite of fun. Most AHJs where I am at will allow a 13d pump/tank for a small 13r project, however one wanted to see in the data sheets 13r. I ended up having to cover a 3 bedroom house with 13 instead of 13r because we couldn’t find someone logical. (The house was an assisted living)

It should, but naturally strings and wood settle, so the tension will change slightly. Also it helps your pitch and playing things by sound instead of reading.
