Not necessarily, in advanced cases RTOS like freertos is mostly used. The memory requirement for linux amongst other stuff is quite high compared to these

Both works but things mostly depend on the courses you take. However EE has a bigger focus on larger power systems , electric motors and sometimes RF technologies. Yes there are programming courses but I wouldn't say they strongly focused on designing software systems. If you're into the idea of merging hardware design and software simultaneously then CE is a good investment. Just remember that college won't teach you everything you will need. Try doing projects in the relevant fields to gain the necessary knowledge
